Examines the tests and interpretation methods used by the European Court of Justice when performing direct effect analysis of international agreements. Reviews the steps to be taken when directly enforcing such agreements, notes the different methods of interpretation used by the court, including the dominance of purposive interpretation, and compares the US approach.
