A European Commission proposal which would have made it harder for insurers to use gender to assess premiums just failed to win backing at the Employment and Social Affairs Council on the 4 October 2004. Nevertheless, The Council reached political agreement, the German delegation having abstained, on the draft Directive implementing equal treatment between women and men outside the workplace, aimed at extending the principle of equal treatment beyond the employment area to other areas of everyday life.
