An Italian compromise, which would have banned adverts on radios and in publications aimed at children, but not on billboards for example, failed to bridge the gap between member states. The UK, Greece and the Netherlands said Italy's proposal would impose unworkable publicity restrictions on tobacco firms, while other countries argued it did not go far enough.
