A major joint investigation between the FT and the Bureau of Investigative Journalism into how the European Union structural funds are spent. As EU Member States begin negotiations for the next funding round for the EU Budget Framework (2014-2020) and, by extension, for the EU's Structural and Cohesion Funds, and the European Commission prepares to review the very framework on which regional policy is based, the project attempted to answer two simple questions: Where does the money go? And is EU's regional policy achieving what it has set out to do? The investigation raises serious questions about the efficacy of EU spending and whether the Commission can rely on hundreds of separate authorities to police the spending of European taxpayers’ money.
