EU ‘does not need constitution’

Report of comments made by the UK Prime Minister, Tony Blair, and the Dutch Prime Minister, Jan Peter Balkenende, after the two held talks in London 16 April 2007. They said that the European Union does not need a 'whole new constitution', just limited changes to existing treaties.
