A preliminary finding from the European Court of Justice on 31 January 2002 promises to boost efforts to consolidate Europe's fragmented airline industry. The finding throws into question the basis of bilateral aviation agreements, including 'open skies' deals with the United States, signed by individual Member States, since the creation of the single EU aviation market in 1992.
