EU constitution must reflect global realities, says chancellor

The UK's Chancellor of the Exchequer, Gordon Brown, said in an article published on 16 October 2003 on the editorial page of the Wall Street Journal Europe, that the new European constitution must reflect the realities of a modern global economy.
