Felipe González, the former Spanish Socialist Prime Minister, was named on the 14 December 2007 as the chairman of an independent group of experts who will review the European Union’s long-term future. The task of the 'reflection group' will be 'to identify the key issues and developments which the Union is likely to face and to analyse how these might be addressed' up to the years 2020-2030. Topics might include: the EU's economic and social model, sustainable development, migration, global stability, climate change, and the fight against international crime and terrorism. The Group will report in June 2010.

The idea of a group of 'wise persons' was first mooted by the French President, Nicolas Sarkozy, in the summer of 2007 to consider where the EU's boundaries should lie. This topic will now not explicitly be part of the mandate of the group, nor will institutional matters.
