Following a joint summit between UK Prime Minister Tony Blair, French President Jacques Chirac and the German Chancellor, Gerhard Schröder, in Berlin on 20 September 2003, a letter was sent to the European Commission President, Romano Prodi setting out the three leaders' concerns over tougher chemical industry regulations. The move is seen as evidence of the 'Big Three' working together again after the disarray over the war in Iraq.
