Candidate countries are resisting pressure to bring their excise duties on tobacco and other products into line with those in the European Union before they join. Candidate countries fear steep price increases for cigarettes which would be inflationary and that this would turn public opinion against enlargement. The European Commission is expected to agree to requests for a transitional period which would allow candidate countries to phase in higher rates over several years.
