He discussed issues inconnection with the forthcoming United Nations Framework Convention on Climate Change (UNFCCC) Conference (COP15), Copenhagen, December 2009. He expressed reservations about a so-called carbon border tax – tariffs on imports from countries that do not sign up to a global climate change treaty - which have been proposed by some EU Member States.
