EU Member States agreed to adopt a binding target on the use of renewable energy, such as wind and solar power at the European Council, Brussels, 8-9 March 2007. They also agreed to slash carbon dioxide emissions by 20% from 1990 levels by the year 2020. However, the details were to be agreed at a later date.
