The Elcano Royal Institute is a think-tank for international and strategic studies that analyses world events and trends from a Spanish, European and global perspective. The Analyses of the Elcano Royal Institute (ARI)are short pieces - of around 3,000 words - on aspects of current international affairs considered to be of relevance to Spain, its foreign policy or its security. In broad terms ARIs are intended to have a predictive bearing on events.This documment analyses the Eastern Neighbours and Russia (mostly the Ukraine crisis that has been developing since 2013) and the EU enlargement from a Spanish perspective. It is part of the EU-28 Watch, a project coordinated by the Institut für Europäische Politik (IEP) and Institutes from all 28 EU member states –including the Elcano Royal Institute- as well as the candidate countries (Iceland, Macedonia, Montenegro, Serbia and Turkey). The EU-28 Watch is part of the EU-CONSENT, a network of Excellence for joint research and teaching comprising more than 50 research institutes, which has been monitoring debates on EU policy for 12 years and provides a rich set of material compiling national debates on European policy and thus a source for diachronic analyses. IEP joined forces with TEPSA once again this year in order to publish this number. This publication is part of the Europe for Citizens project Eastern Neighbours and Russia: Close links with EU Citizens (ENURC).
