On 21 October 2013, the European Court of Human Rights rejected an appeal filed by the Spanish government against an earlier ECHR judgment of June 2012 which invalidated the retroactive application of the 'Parot doctrine' (named after the first terrorist to be sentenced under those terms, Henri Parot). The Spanish High Court upheld the ECHR judgment and ordered the release of Inés del Río on the 22 October 2013. In the case of Del Río Prada v. Spain, the ECHR held that there had been several violations of the European Convention of Human Rights and that the respondent State (Spain) was to ensure that the applicant was released at the earliest possible date. The case concerned the postponement of the final release of a person convicted of terrorist offences, on the basis of a new approach – known as the 'Parot doctrine' – adopted by the Supreme Court in Spain after she had been sentenced. Jailed ETA member Juan Manuel Píriz was also released from prison on the 25 October 2013 after the High Court ordered his release. He became the second Basque terrorist to be freed after the European Court of Human Rights (ECHR) ruling. Tens of thousands of people marched in Madrid on the 27 October 2013 to protest the ruling. The protest was organised by Spain’s largest terrorism victims association, the AVT, which described itself as 'the last bulwark of democratic dignity in Spain'. |
