Background The presidential system as supported by the results of the April 2017 referendum would formally only be implemented after the presidential and parliamentary elections to be held in 2019. However, it had been made clear in Turkey that following the AKP party congress, Erdogan would serve as a 'partisan president'.Turkey held a referendum on the 16 April 2017 on proposals from President Recep Tayyip Erdogan to reform the constitution from a parliamentary system into a presidential one. Despite only a thin margin of victory in favour of the reform, President Erdogan pressed ahead with the reforms. As part of this process the ruling Justice and Development Party (AKP) convened an extraordinary congress on the 21 May 2017, at which President Erdoğan regained formal leadership of the party and announced the party’s new action plan for the 2019 elections. President Erdogan also reiterated his determination to continue the fight against the Fethullahist Terror Organisation (FETÖ), which had been blamed for the July 2016 coup attempt. He also vowed to fully destroy the outlawed Kurdistan Workers’ Party (PKK). |
