Europe needs to create jobs and growth and put its fiscal house in order to emerge successfully from the economic crisis. It also needs to make progress on restructuring its economy so as to achieve the ambitious climate-protection goals that the EU has set itself.

This, the fifth ETUI Policy Brief European Economic and Employment Policy in 2010, considers the contribution that environmental fiscal reform (EFR) could make to achieve these objectives.

The authors explain the principles of EFR, report academic research in the area, and provide an overview of initiatives at both European and Member State level, citing both successful and less effective measures.
