Entry delay likely for EU newcomers

Foreign ministers from across the EU are expected to propose that the enlargement of the EU to 25 countries should take place on 1 May 2004 - four months later than anticipated - following a meeting between EU foreign ministers and their counterparts in the candidate countries on 18 November 2002.
