Chatham House Papers are short monographs on current policy problems which have been commissioned by the Royal Institute of International Affairs in London. 'Enlarging the EU eastwards' examines the political, economic and security implications of eastward enlargement of the EU for both East and West. It starts with an analysis of EU and CEE motivations for enlargement, discussing the wide range of interests and concerns driving countries' attitudes towards the enlargement process, and the wider regional context.

Next, the authors consider the process of integration between the EU and the CEE applicants already under way, through international trade and investment flows, in advance of formal accession. The EU's 'pre-accession strategy' and the Commission's avis on the ten applicants is then covered.

Remaining chapters look at the issues involved in the opening negotiations in 1998, the Commission's proposals for reinforcing the pre-accession strategy presented in Agenda 2000, an overview of applicant country views on the enlargement process and the implications of enlargement for security and the external relations of both existing and prospective members.
