Background and further information: This regulation allows a member state facing an emergency gas shortage to call on other member states to supply it with gas via 'supply corridors' that would link EU countries into seven transnational regions, the so-called 'regional solidarity mechanism'. The proposal was put forward by the European Commission in February 2016 as part of a package of measures on energy security. The European Parliament adopted its position in October 2016, while the Council adopted its negotiating stance in December. An informal agreement between the institutions was reached in April 2017. The European Parliament's plenary session formally endorsed on 12 September 2017 a proposal for a regulation creating safeguards for gas supply across the European Union. |
