The European Parliament's plenary session approved on 28 April 2016 a draft law designed to reduce the techincal obstacles that differing national standards and procedures create for rail operators and rolling stock manufacturers.

The 'technical pillar' of the 4th railway package agreed by negotiators of the parliament and the Council of the European Union aimed to cut time and cost of certifying that operators, locomotives and carriages meet safety and technical standards.
