Initially, the new neighbourhood instrument had been intended only to promote the aspects on border cooperation between the enlarged EU and its neighbours with the existing instruments. During the preparatory work for the new Framework 2007-2013, when it raised a radical simplification of the EU financial instruments for external action, the New Neighbourhood Instrument still had these characteristics. |
