The Spanish Minister for Agriculture, Fisheries and Food, Miguel Arias Cañete, who led the Spanish delegation at the Council of EU Agriculture Ministers on 27-28 January 2003, said that the proposals for the reform of the Common Agricultural Policy were unacceptable to the Spanish government but that Spain would remain open to negotiation and dialogue.
