EEB Memorandum to the Dutch EU Presidency

On 1 July 2004, the Netherlands took over the six-month rotating Presidency of the European Council. This Memorandum with its 'Ten Green Tests' presents the principal ideas and demands of the European Environmental Bureau (EEB), a federation of 139 environmental citizens' organisations across Europe, for the Dutch Presidency.

The Memorandum has been produced by the Board and staff of the EEB with contributions from Climate Action Network and sets out goals for the Presidency with recognition of what it is feasible to achieve during a six-month term.
