Abstract:

The main objective of this study is to assess the degree of realization of economic, social and cultural rights (ESCRs) in Tunisia, taking into account two primary principles: achievement of adequate progress and non-discrimination. After clarifying the concept of economic, social and cultural rights and the nature of the associated responsibilities and hence obligations, the study describes the ongoing United Nations assessment system based on government reports (with Tunisia as an example). It goes on to apply statistical tools and methods in order to evaluate progress and failings in the full exercise of ESCRs in Tunisia. Finally, it develops an indicator (the Rights Deprivation Index) designed to show the substantial differences across regions.
