Summary:

A meeting of the Economic and Financial Affairs Council (ECOFIN) was held on 18 February 2020. The agenda includes the following items:

• Adoption of revised EU list of non-cooperative jurisdictions for tax purposes;
• Adoption of conclusions relating to the 2020 European Semester process:
  • Annual Sustainable Growth Strategy;
  • Alert Mechanism Report;
  • Council Recommendation on the economic policies of the Eurozone;
• Presentation by the European Commission of its Communication on the review of the EU economic governance;
• Adoption of guidelines relating to European Union's annual budget for 2021;
• Adoption of a set of legislative initiatives:
  • Council Directive as regards introducing certain requirements for payment service providers;
  • Council Regulation as regards measures to strengthen administrative cooperation in order to combat VAT fraud;
  • Council Directive on the common system of VAT as regards the special scheme for small enterprises, related administrative cooperation and exchange of information.
