Rising living prices, lack of major steps forward in the eradication of poverty, increasing individualization and conditionality in access to rights… The picture that emerged from the broad Social Reality Stocktaking launched by the Commission in 2007 was particularly dark. On this basis, the Commission published on the 2nd July 2008 a 'Renewed Social Policy Agenda' and a 'Social Package (broad range of proposals)', which are meant to give a new impetus to the EU’s commitment in the social field. But do the proposals really bring something new? Do they mark a major step forward for the EU to put poverty on top of its own agenda? And beyond the rhetoric, has the fight against poverty and social exclusion really been set as a priority? In this briefing, EAPN aims to clarify the different issues at stake. |
