Date: 12/04/01 THE Netherlands has again raised concerns over Galileo, the EU's planned satellite navigation system, just days after EU governments sanctioned €100 million in funding for the project's initial phase. Under the deal struck with ministers last week, the European Commission now has until November to come up with estimates for the project's revenues and investment pledges from the private sector. But Tineke Netelenbos, Dutch minister for communications and public works, has cast doubt on the project by raising questions over the potential market for Galileo's services. The Netherlands was instrumental in foiling the Commission's earlier bid to secure a breakthrough at last month's Stockholm summit, after Finance Minister Gerrit Zalm voiced concerns over the viability of the €3.25-billion project (European Voice, 8 March). Some of the same doubts have now been revived by Netelenbos, who pointed out that aircraft navigation would only use 2-3% of its capacity. Transport ministers are to decide on the project's next phase in December. The decision will depend largely on finding funds to set up the project infrastructure.
