The European Waste Catalogue (EWC), created by European Commission Decision 94/3/EC, lists waste using a six-digit code system based loosely on the source of the waste. The Hazardous Waste List (HWL), created by Commission Decision 94/904/EC, lists the wastes on the EWC considered to have hazardous constituents above certain thresholds. A waste listed on the HWL is more likely to be considered 'special waste' in the UK. The Commission began a review in 1997 with a view to merging the two lists. It was decided that the amalgamated list (the List) would indicate which wastes were hazardous by adding an asterisk to the six-digit code. The UK government is seeking views on the final draft of the EWC by 25.8.00. |
