Summary: Definitive Adoption of Amending Budget No. 2 of the European Union (EU) for the financial year 2020, upon completion of procedure under Article 314 TFEU. The legislative initiative aiming to amend the EU's annual budget for 2020 was published by the European Commission on 2 April 2020. The amendment was aimed at providing emergency support to Member States and further reinforcement of the Union Civil Protection Mechanism (UCPM) / rescEU to respond to the COVID-19 outbreak. Further information: The purpose of Draft Amending Budget (DAB) No 2 is to provide €3,000 million in commitment appropriations and €1 530 million in payment appropriations under heading 3 Security and Citizenship to finance the provision of emergency support within the EU through the Emergency Support Instrument - which was proposed to be re-activated - to further reinforce the Union Civil Protection Mechanism/rescEU. This proposal was adopted by the European Commission on 2 April 2020 as part of a package of measures on mobilising the full extent of the EU Budget. The Council of the European Union adopted this draft law on 14 April, followed by the European Parliament on 17 April. |
