Personal contact is not high on the agenda for Pasqual Maragall, who has just taken over as president of the Committee of the Regions.

Maragall has launched a quest for more efficiency which, for him, means cutting down the number of meetings and making more use of the phone and fax - pleasing news for EU taxpayers but a serious blow to the dedicated and vast membership of the networking diners' club.

The CoR president has already appointed a new chef de Cabinet (presumably by phone and fax). Jaime Fodupe, 48, is a Catalan from Barcelona, Maragall's home, and has been in New York since 1992 promoting Spanish industry.

Fodupe is an accomplished linguist, with a good command of Spanish, Catalan, English, French and Russian. He also has two masters degrees in economics and industrial engineering.

But just to prove he is human, Fodupe will start his new job on April Fool's Day.
