In the context of the Convention on the Future of Europe, French government ministers recommended, on 10 February 2003, that common foreign commercial policy, which included the WTO negotiations, should be decided by qualified majority voting, rather than by unanimity among Member States. They considered it of particular importance that unanimty should be maintained in the most sensitive areas of WTO negotiations, that is to say, cultural diversity, health and education. |
