Summary:Conclusions adopted at a meeting of the Council of the European Union on 28 November 2022, concerning disaster risk reduction (DRR) in EU external action. Further information:A number of occurrences registered in recent years demonstrated the interconnected and systemic character of risks as well as their potential to evolve into disasters with cascading effects. In this framework, the Council argues for a proactive and anticipatory crisis response. These conclusions request the European Commission, the European External Action Service (EEAS) and the Member States to hift from reactive crisis response to more proactive action, stressing the importance of effective disaster risk reduction (DRR), anticipatory action and risk-informed development. The Council recognises the links between fragility, conflict and disasters and points to participatory and inclusive DRR processes and anticipatory action in line with the triple humanitarian-development-peace nexus. This set of conclusions was adopted at a meeting of the Council of the European Union held on 28 November 2022. |
