Background and further information: The priorities of the Estonian Presidency are actively focused on creating a digital single market within the European Union. With the conference, Estonia takes on the challenge of steering and providing a platform for this discussion. The Presidency argues that free movement of data should constitute the fifth freedom of European citizens and that the EU had not yet maximised the growth potential of the data economy. Data is thus seen as a powerful enabler of the freedoms of the single market. The Estonian Presidency of the Council of the European organised on 17 July 2017 a conference on the principle of free movement of data, seen as a framework for accessing, sharing and (re)using data not only between public authorities and private companies but across all member states' borders. |
