The next quantum leap forward was the development of the web. The I*M Europe site broke the ice at the end of 1994 and the Europa server was launched in February 1995, initially with just a very limited range of material giving access points rather than substantive information. It has, however, come a long way in a very short time with an increasing amount of well presented full text content, frequently available in advance of the printed document. The politically conscious commitment to openness and transparency is behind the development of EUR-Lex launched in 1998 which now also allows access to the full text of legislation in force through the structured analytical contents approach of the Directory of Legislation in Force
