Summary: Decision adopted by the Council of the European Union and the European Parliament in July 2016 on participation of the EU in the Partnership for Research and Innovation in the Mediterranean Area (PRIMA). Further information: The Partnership for Research and Innovation in the Mediterranean Area ('PRIMA') aims at implementing a joint programme to foster research and innovation capacities and to develop knowledge and common innovative solutions for improving the efficiency, safety, security and sustainability of agro-food systems and of integrated water provision and management in the Mediterranean area. This initiative follows the approached adopted in the framework of a new Migration Partnership for enhanced financial collaboration with Member States and other partners. Its strategic objective is to develop common innovative solutions for water provision and food systems, needed for the Mediterranean region. The aim is to make water provision and food systems more efficient, cost-effective and sustainable. Research and innovation (R&I) is seen as able to solve bigger health, social and economic issues. It was also expected to help addressing migration challenges, in line with a Communication published by the Commission on Partnership frameworks with third countries in the context of the European Agenda on Migration. The Commission adopted the proposal for the Decision on 18 October 2016. The European Parliament's relevant committee adopted a negotiating position on 22 March 2017. Member State ambassadors approved a general approach on behalf of the Council of the European Union on 8 March. An informal agreement between the co-legislators on the draft law was reached on 11 April. The draft decision was formally endorsed by the Parliament on 13 June and by the Council on 26 June. Final adoption took place on 4 July and the act was published in the Official Journal on 18 July. |
