Summary: Decision (EU) 2016/344 - adopted by the European Union on 9 March 2016 - establishing an EU-wide Platform aimed at enhancing cooperation between Member States in tackling undeclared work. This is a text with EEA relevance. Further information: This Decision establishes a platform or forum at EU level where representatives from all countries meet to exchange information and best practices, develop knowledge and capacity, and engage in closer cross-border cooperation in order to fight undeclared work more efficiently and effectively. Undeclared work is defined as any paid activities that are lawful in nature, but not declared to public authorities. While the main responsibility for tackling undeclared work was seen as sitting with the Member States, a Communication from the European Commission (2012) first highlighted the need for improved cooperation on this matter and announced the launch of consultations on setting up an EU-level platform between labour inspectorates and other enforcement bodies to combat undeclared work. The proposal for a Decision was first adopted by the European Commission on 9 April 2014. The Council of the European Union adopted its general approach on 6 October, followed by the European Parliament's relevant committee on 22 May 2015. An informal agreement between the co-legislators on a compromise text was reached in November 2015. The Parliament's plenary session formally endorsed it on 2 February 2016, followed by the Council on 15 February. The Decision was published in the Official Journal on 11 March 2016. The Platform was launched on 27 May 2016. |
