The 1954 European Cultural Convention constitutes the framework of the activities of the Council of Europe in the fields of culture, education, cultural heritage, higher education and research, sport, youth and the media. To enable it to carry out its activities in the field of cultural co-operation, the Council of Europe has, throughout its history, created a structure of international instruments which are based on work carried out at intergovernmental level. Member states have at their disposal various instruments designed to emphasize their common cultural identity, while respecting each other's diversity, to promote the study of languages, history and civilizations, and to preserve freedom of expression in all its forms. This collection of texts, which brings together the most important mechanisms of the Council of Europe in the domains of education, culture and the media, demonstrates not only the Council's commitment to the preservation of Europe's cultural heritage, but also its capacity to address the ever-changing educational and cultural challenges which are presented by the new technologies |
