German business leaders warned on 14 November 2002 that the German Government reform project to increase labour market flexibility has been rendered ineffective by last-minute concessions to the trade union movement. The labour market reforms were proposed in August 2002 by a commission headed by Peter Hartz, Head of Personnel at car-maker Volkswagen.
