Date: 27/02/1997 They appear to have thought of everything in the design of the new European Parliament building which is now beginning to take shape in Strasbourg - including a round room for conciliation talks between the Parliament, Council of Ministers and European Commission. Purpose-built for fruitless negotiations which go round and round in circles, the room has three separate doors - one for each delegation. That is not the only thoughtful and diplomatic touch. The new premises also have a carefully arranged VIP area, with access via two separate spiral staircases - one for those going up and another for those going down. The clever bit is that the new arrivals cannot see those who are just departing, which is very useful for any sensitive back-to-back meetings where the Parliament does not want visitors to meet. “It is the most amazing exercise in diplomacy,” commented one seasoned official. |
