Abstract:

As of 2010, around 100,000 people died due to Afghan opiates overdoses every year. Counter-narcotics in Afghanistan was an area where NATO’s and Russia’s interests clearly coincided. It was felt that if NATO and Russia couldn't find a way of effectively cooperating on this matter, not only would the Afghan narcotic problem spiral completely out of control, but NATO-Russia cooperation could come under pressure.
