Councils show their bottle on recycling

Welsh councils were praised by the Welsh Assembly Government for improving their performance, October 2008, as it was announced they are on course to meet a 40% recycling target.
Punitive fines will be imposed by the European Commission on all local authorities that fail to reach the target by 2010, but council leaders are now confident that won’t happen in Wales.
