The Council of the European Union adopted on 7 February 2017 a recommendation to prolong border controls in exceptional circumstances for some member states which are part of the Schengen agreement for a further three months.

Ministers at the meeting urged member states involved in this exercise to exchange views so to ensure that internal border controls are carried out only where it is considered necessary and proportionate.

The proposal was put forward by the European Commission in January 2017 as it considered the conditions of the 'Back to Schengen' Roadmap had not yet been entirely fulfilled.
