Summary:Decision 2023/921- adopted by the Council of the European Union on 4 May 2023 - as regards an assistance measure under the European Peace Facility (EPF) to the benefit of Moldova's Armed Forces. Further information:Council Decision (CFSP) 2021/509 established the European Peace Facility (EPF). This Facility can be used for the financing of assistance measures such as actions seeking to strengthen the capacities of third States and regional and international organisations relating to military and defence matters. The 2016 Global Strategy set the objectives of strengthening security and defence, including the investment in the resilience of States and societies to the east of the European Union (EU). In March 2022, the Strategic Compass was approved to improve the EU's stand as a security provider, including the increased use of the EPF in support of partners' defence capabilities. As part of the Association Agreement (AA) between the EU and Georgia, both sides agreed to intensify dialogue and cooperation in the area of foreign and security policy, including the Common Security and Defence Policy (CSDP). On 6 February 2023, Moldova requested assistance from the EU to support the Moldovan Armed Forces with the strengthening of the capacities of its air surveillance, mobility, logistics, command and control, and cyber-defence units. This Decision implements assistance measures in response to that request, taking into account the principles set out in Decision (CFSP) 2021/509. It was adopted by the Council of the European Union on 4 May 2023 and published in the Official Journal on 5 May 2023. |
