Decision (CFSP) 2022/638 - adopted by the Council of the European Union on 13 April 2022 - introducing amendments to Decision 2014/486/CFSP as regards the EU Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine).

Decision 2014/486/CFSP established EUAM Ukraine to assist Ukraine in the field of civilian security sector reform, including police and rule of law.

Russia decided to engage in a military aggression against Ukraine in February 2022, which was strongly condemned by the European Council. Its conclusions from March 2022 highlighted the war crimes carried out by Russia and stated that those responsible and their accomplices must be held to account in accordance with international law. Furthermore, theĀ Versailles Declaration later welcomed the decision of the prosecutor of the International Criminal Court (ICC) to open an investigation for crimes falling under its jurisdiction.

This Decision allows EUAM Ukraine to provide support to Ukrainian authorities to facilitate the investigation and prosecution of international crimes committed in the context of the Russian invasion of Ukraine. The Council Decision was adopted on 13 April 2022 and published in the Official Journal on 19 April 2022.
