Summary: Decision (CFSP) 2020/1639 - adopted by the Council of the European Union on 5 November 2020 - establishing the general conditions under which third countries could exceptionally be invited to participate in individual PESCO projects. Further information: The Permanent Structured Cooperation (PESCO) was set up in 2017 to enable Member States of the European Union (EU) to work more closely together in the area of security and defence. This framework for defence cooperation allows willing and able countries to jointly develop defence capabilities, invest in shared projects, and enhance the operational readiness and contribution of their armed forces. This Decision allows third countries (non-EU Member States) that can add value to a PESCO project to be invited to participate if they meet a set of political, substantive and legal conditions. |
