Summary: Set of conclusions adopted by the Council of the European Union on 23 November 2021 on enhancing preparedness, response capability and resilience to future crises. Further information: The conclusions set out a series of measures designed to improve resilience, preparedness and response. They highlight the creation of the Integrated Political Crisis Response (IPCR) as a relevant step towards supporting comprehensive situational awareness and decision-making at EU level, but also state that response to crises needs to further evolve, drawing lessons from the migrant crisis and the COVID-19 (coronavirus) pandemic. The Council calls for improved cross-sectoral and cross-border crisis management as the European Union faces crises which are different in nature. Alongside this, enhanced strategic and crisis communication and fighting disinformation are seen as crucial to support response to crises and build public confidence. Given the role of the single market for the EU, the Council emphasises the need for crisis-related measures to be temporary, proportionate and fully coordinated. |
