Cook to warn on delays to EU expansion

Report of speech by UK Foreign Secretary in Budapest, 25.7.00 in which he warned that enlargement of the EU should not be delayed by any future attempt to undertake fundamental reform of the EU beyond that which is being currently discussed. The speech was considered to be a reply to earlier speeches by Joschka Fischer and President Chirac.
