Consultation paper on the implementation of the EU emissions trading scheme

The UK Department for the Environment, Food and Rural Affairs and the Department of Trade and Industry, together with the Devolved Admininistrations for Scotland, Wales and Northern Ireland, launched the first of a series of consultations on the EU Emissions Trading Scheme on 13 August 2003. This consultation document sought views by 2 October 2003 on how shares of the total sum of allowances should be allocated to installations covered by the scheme in 2005-7.
