The Government's proposals and the text of the Constitutional Reform Bill changed greatly after the Committee's first report of session 2003-04 (HC 48-I/II) This report examines the changes and concludes that many of the points the Committee raised have been addressed and that the Bill will now be a more effective vehicle for creating a Supreme Court outside of the legislature that maintains the independence of the judiciary.
