Summary: Communication published by the European Commission in April 2017 which sets out a number of actions to be taken or better implemented in relation to the protection of children in migration. Further information: The document notes a sharp rise in the number of children in migration arriving in the European Union (EU), many of whom unaccompanied and in a state of particular vulnerability. These scenarios were seen as requiring specific and appropriate protection. The protection of these children was interpreted by the European Commission as a priority in light of European values of respect for human rights, dignity and solidarity. It is also about enforcing EU law, respecting the EU Charter of Fundamental Rights and international law. The EU and its Member States put together throughout the years a framework for the protection of the rights of the child in migration covering all aspects. The Action Plan on unaccompanied minors (2010-2014) was instrumental in this context. Other initiatives relating to migration have also addressed the need to protect of children in migration. This Communication argues that, while progress had been made on the Action Plan and considerable good practice could verified in Member States on this matter, further tangible improvements were required to adequately address the mounting challenges. This Communication sets out a series of actions which need to be either taken or better implemented by the European Union and its Member States also with the support of the relevant EU agencies. The aim is to provide a series of coordinated and effective actions to the pressing protection gaps and needs that children face once they reach Europe. There is also scope for stepping up cross-cutting actions at all migratory stages. A determined, concerted and coordinated follow-up to the key short-term actions set out in this Communication wpuld be required at the EU and national, regional and local levels, also in cooperation with civil society and international organisations. |
